Project Background:

UNDP established the Electoral Cycle Support to the Election Commission of Pakistan (ECP) Project in 2012 to assist the ECP to implement its Five Year Strategic Plan. The Project is moving from Phase 1 (pre-elections and elections) to Phase 2 (post-elections) in the electoral cycle where the focus in Phase 2 will be on capacity strengthening of the ECP, electoral reforms and improvements to electoral processes, local government elections, and civic and voter education.

The Project is implemented using UNDP Direct Implementation (DIM) arrangements under the supervision of a Project Review Board (PRB). A Project Management Unit (PMU) led by Chief Technical Advisor implements project activities and manages the basket fund of contributions.
Duties and Responsibilities

Under the direct supervision of the Operations and Finance Manager, the Admin and Finance Associate will be responsible for the following tasks:
  • Maintenance of the internal expenditures control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas;
  • Prepare payments requests/travel claims with the supporting documentation and liaise with UNDP for payment follow-ups;
  • Handle all financial matters of the meetings, workshops and seminars organized under the project;
  • Maintain project petty expenses and ensure entries in petty cash register, maintain general ledger to keep record of project accounts.
  • Provide support to the PMU to prepare and disseminate tender documents, prepare bids tabulation and ensure quality and quantity of goods before delivery;
  • Receive and check invoices from the suppliers and initiate payment requests;
  • Assist in inventory management of both expendable and non-expendable project items;
  • Assist in undertaking assets management in the PMU, timely preparation and submission of periodic inventory reports, coordination of physical verification of inventory items;
  • Be responsible for project file management by maintaining an accessible filing system in the project;
  • Assist in preparation Cash Payment Vouchers, Bank Payment Vouchers, and Journal Vouchers together with complete supporting documentation in support of every financial transaction;
  • Assist in coordination and supervision of shipments and customs clearance, travel, events management, administrative surveys, transportation services and insurance, space management, procurement of supplies;
  • Assist in presentation of thoroughly researched information for planning of financial resources for administrative services;
  • Assist in submission of information on administrative services provided for cost-recovery bills;
  • Assist in coordination of the provision of reliable and quality office supplies;
  • Assist in screening all official project correspondence, drafting and putting up their replies thereof in rough and final form;
  • Assist the Project Manager/Administration and Logistics Officer in controlling the movement of project transport and make necessary logistic arrangements for official movement of project personnel in the project area;
  • Check vehicle log books to ensure proper maintenance on a day to day basis and responsible for carrying out routine maintenance and repair of project vehicles;
  • Arrange meetings as required and take minutes of the meeting;
  • Assist in performance of general administration responsibilities, and supervise activities concerned with office maintenance, security and similar services.
  • Perform any other related duty as and when required

Qualification
  • Matriculation from a recognized Institution
  • Good knowledge of UNDP financial and Administrative processes, policies, and guidance would be a distinct asset.

Required Skills and Experience

  • 6 Years (6 years of relevant experience in finance and administration).
  • Experience in the usage of computers and office software packages (MS Office) and advance knowledge of spreadsheet and database packages.
  • Fluent in English and Urdu languages.
  • Manage proper filing and documentation systems in a database for all relevant activities.
  • Excellent coordination and time management skills.
  • Ability to work independently, under pressure and tight deadlines.
